Türkiye chromium trioxide: final 40.88% AD finding
Commerce's final antidumping determination for chromium trioxide from Türkiye applies from 8 October 2026. Case A-489-856 retains a 40.88% dumping margin for Türkiye Şişe ve Cam Fabrikaları A.Ş. and all other producers/exporters, with no change from the preliminary determination. Covered consumption entries on or after 22 May 2026 remain subject to suspension of liquidation and the stated cash-deposit instructions. This final Commerce finding is not yet an antidumping duty order: the ITC's final injury determination is still the next step. The 40.88% figure is an AD margin, not a complete landed-duty rate.
What changed
The written scope covers chromium trioxide, also called chromic acid, in dry form or solution, regardless of purity, particle size or form. Mixtures with substances other than water are covered when chromium trioxide is at least 90% of total formula weight; only their chromium trioxide content is covered.
Processing in a third country, such as blending, flaking, adding water or packaging, does not remove otherwise covered goods from scope. HTSUS 2819.10.0000 and CAS references help locate products but do not replace the written description.
Import teams therefore need chemistry and processing evidence as well as tariff codes. Commerce will notify the ITC, whose final injury decision is due within 45 days of the final determination.
An affirmative ITC decision would lead to an AD order; a negative one would terminate the proceeding, refund or cancel deposits and lift suspension.
Three checks for import teams
- Match product composition, dry/solution form, any non-water blend and third-country processing against the written scope; do not decide coverage from HTSUS 2819.10.0000 alone.
- Give your broker the actual producer/exporter, case A-489-856 and consumption-entry date. Review covered entries from 22 May 2026 and the company-specific or all-others deposit instruction.
- Keep cash deposits separate from final liability and the total duty stack. Track the ITC injury decision, any Commerce order and subsequent CBP instructions before closing the case.
