Cambodia paper bags: preliminary AD margins, no new deposits

Commerce’s 9 October 2026 preliminary A-555-002 review reports 20.08% for Nice Packaging, Brandart and TB Packaging, and 73.30% for UUPak based on total adverse facts available. The review covers 3 January 2024–30 June 2025. These figures are preliminary dumping margins, not new October 9 deposit instructions for every Cambodian paper bag.

What changed

The case concerns certain paper shopping bags from Cambodia within the written order scope. Commerce assigns Nice Packaging’s calculated margin to the two non-selected reviewed firms and uses adverse facts available for UUPak.

The notice makes new deposit requirements contingent on publication of final results; prior company-specific rates and the 7.07% all-others rate continue where applicable.

Assessment of reviewed entries is also tied to final results and may be importer-specific; it is not obtained by applying a preliminary headline percentage to an entire portfolio. The modified case-brief deadline is 21 days after publication, with hearing requests within 30 days. Confirm ACCESS filing rules with the responsible representative.

Three checks for import teams

  • Identify Cambodian origin and the actual producer/exporter; compare the product and company identity with A-555-002 and its written scope.
  • Keep the 20.08% and 73.30% figures labelled preliminary; reconcile the actual existing CBP deposit instruction before updating an entry or cost estimate.
  • Monitor final results, assessment instructions and company-specific deposits separately; participating parties must confirm the exact ACCESS submission deadlines.

This is analysis of preliminary notice 2026-20777 only. Adverse facts available is Commerce’s stated basis for UUPak, not a conclusion about another supplier. No binding scope or total-duty calculation is made; consult your licensed customs broker.
