Korea hot-rolled steel: final CVD rates for Hyundai and POSCO

Commerce’s final C-580-884 review sets subsidy rates of 1.28% for Hyundai Steel and 3.68% for POSCO for 2023. The 9 October 2026 publication also directs company-specific estimated CVD deposits for covered consumption entries from that publication date. It separates these prospective deposits from assessment of the reviewed 2023 entries; this is not the total import duty rate.

What changed

The notice covers certain Korean hot-rolled steel flat products under the existing order. The complete written scope is in the decision memorandum; a product name or tariff number alone is not a scope decision.

Commerce changed POSCO’s preliminary calculation and states that non-reviewed firms retain the most recent applicable company-specific or all-others deposit rate.

Assessment instructions for appropriate reviewed entries are intended no earlier than 35 days after publication, with litigation-related liquidation restrictions where applicable. Do not use the 2023 review period as the start date for the new prospective deposit instruction.

Three checks for import teams

  • Match origin, producer/exporter and product specifications to case C-580-884 and the written order scope with the broker.
  • Separate reviewed 2023 entries from consumption entries on or after 9 October 2026; verify the applicable company-specific CBP deposit and assessment instructions.
  • Reconcile deposit estimates, final assessment evidence and any liquidation restrictions separately. Verify other duties independently before accepting a landed-cost total.
