U.S. sets final AD margin on Czech freight rail couplers
Commerce made a final affirmative determination that certain freight rail couplers and parts from the Czech Republic are sold, or likely to be sold, in the U.S. at less than fair value; the period of investigation is July 1, 2024, to June 30, 2025. CKD Kutná Hora A.S. and all other producers and exporters receive a 73.74% margin, and CBP is to collect cash deposits at that rate from publication on September 24, 2026.
What changed
The scope covers freight railcar couplers and the parts set by the Association of American Railroads: E, E/F and F coupler bodies and E and F knuckles, finished or unfinished, assembled or not, and even when mounted on a railcar.
Coupler locks, lock lifts, knuckle pins, throwers and rotors are covered only when imported in an assembly. Origin is where the parts were cast or forged, and further processing or assembly in a third country does not remove them from the scope.
Named HTSUS lines are 8607.30.1010, 8607.30.1050 and 8607.30.1090; couplers on finished railcars may enter under 7326.90.8688, 8606.10.0000, 8606.91.0000, 8606.92.0000, 8606.99.0130 or 8606.99.0160, and subject goods also under 7325.99.5000; the written scope controls.
Commerce changed CKD's margin calculations after the preliminary stage. CBP continues suspending liquidation of entries made on or after May 6, 2026, when the preliminary determination was published.
The ITC must decide injury within 45 days: a negative vote ends the case and refunds deposits, while an affirmative one leads to an antidumping duty order.
What an import team should check
- Confirm where each coupler body or knuckle was cast or forged; Czech-origin parts stay covered even if finished, assembled or attached to a railcar in another country.
- Ask your broker to apply the 73.74% deposit to entries from September 24, 2026, and check that entries made since May 6, 2026 remain suspended.
- Set a reminder for the ITC injury decision due within 45 days of the final determination: a negative vote means refunds, an affirmative one an AD order.
