U.S. ITC affirmative sunset vote on OCTG from five countries
The ITC determined that revoking the countervailing duty orders on oil country tubular goods (OCTG) from India and Turkey and the antidumping orders on OCTG from India, South Korea, Turkey, Ukraine and Vietnam would likely lead to continuation or recurrence of material injury to a U.S. industry. Commissioner Jason E. Kearns voted in the negative on the Ukraine antidumping order.
What changed
These second five-year reviews (Investigation Nos. 701-TA-499-500 and 731-TA-1215-1216 and 1221-1223) were instituted on July 1, 2025 and conducted as full reviews, with a public hearing on July 23, 2026; the ITC tolled its schedule during the adequacy phase because of the lapse in appropriations.
The determinations were filed on September 24, 2026 and cover all seven orders; the only dissent the notice records is Commissioner Kearns's negative vote on the Ukraine antidumping order. Commissioner Samuel T. Negatu did not participate.
The notice does not revoke the orders, restate their scope or change any duty or deposit rate. The Commission's views are in USITC Publication 5790.
What an import team should check
- Map your OCTG entries by origin: the antidumping orders cover India, South Korea, Turkey, Ukraine and Vietnam, while the countervailing duty orders reviewed cover only India and Turkey.
- Do not change AD/CVD deposit handling for OCTG on the basis of this notice; it sets no rates, so confirm current rates by manufacturer and exporter with your customs broker.
