Mexico modifies port boundary of Isla Mujeres — area expanded

Mexico published an official agreement (11 Aug 2026) modifying the Delimitation and Determination of the Port Precinct (Recinto Portuario) of Isla Mujeres, Quintana Roo. The precinct area increases from 68,526.873 m² to 614,707.7567 m². Publication: Diario Oficial de la Federación, 11/08/2026.

What changed

The joint Secretaría de Marina and Secretaría de Medio Ambiente y Recursos Naturales agreement amends the port precinct delimitation for Isla Mujeres.

That makes the legal effective date the day after publication (publication 2026-08-11). The agreement declares affected federal maritime zones will be under SEMAR administration and subject to the Ley de Puertos and environmental law; it preserves existing concessions' terms.

Immediate actions for import/port operators

  • Review maps/coordinates in the agreement (polygons and UTM WGS84 Zone 16N) to identify if your berths or approaches fall within the expanded precinct.
  • Confirm which assets or concessions you operate are within the new Recinto Portuario boundaries and note that existing concessions "continuarán surtiendo sus efectos" until expiry.
  • Notify port agents and carriers of the effective date (day after DOF publication) and verify any SEMAR requirements for operations or environmental compliance in newly affected areas.

This document modifies delimitation and declares areas affected; it does not publish new tariffs, customs duties, specific operational permits, or changes to HS classification or customs procedure. It does not itself create or alter fiscal charges.
