Mexico SENER issues biofuel permit and logbook formats
Mexican Secretaría de Energía (SENER) published formats for permits, authorizations and bitácoras covering production, import, export, storage, transport, commercialization, distribution and retail of biocombustibles. Publication date: 2026-08-31. The Agreement establishes the required application and logbook templates and repeals the 2009 bioenergy formats.
What changed
The Agreement by SENER sets standardized formats (Annexes 1–7) for requests and bitácoras related to biocombustibles activities, including production, import, export, storage, transport, commercialization, distribution and retail, plus authorizations for production and notices of start, modification, suspension, assignment and extension.
It cites legal foundations in the Biocombustibles Law and its Regulation. The text lists numbered formats (e.g., "Solicitud de Permiso para la Producción" as Annex 1) and contains a transitory provision: "El presente Acuerdo entra en vigor al día siguiente de su publicación en el Diario Oficial de la Federación."
The Agreement is dated 21 July 2026 and published 31 Aug 2026; it also expressly leaves without effect the 13 Nov 2009 formats.
Action checklist for import operations
- Review Annex 1–7 templates linked in the Agreement and map required documents for import permits (Annex 1/3/11 references).
- Confirm process changes in your compliance team to use the new SENER bitácoras for import volumes and reporting.
- If you hold older permits issued under the 2009 formats, prepare to resubmit information under the new formats as the 2009 formats are repealed.
