Mexico opens antidumping probe into Japanese steel plate

Mexico's Ministry of Economy accepted a request and initiated an anti-dumping investigation into imports of hot-rolled carbon steel plate originating in Japan. The Resolution was published 2026-09-02 and sets the investigatory period as Jan 1–Dec 31, 2025 and the damage analysis period as Jan 1, 2023–Dec 31, 2025.

What changed

The published Resolution declares the initiation of an administrative anti-dumping investigation into "placa de acero en hoja" originating in Japan and entering under TIGIE headings 7208.51.04 and 7208.52.01. It records the complainant (Grupo Acerero), the proposed investigated period (1 January–31 December 2025) and the damage-analysis period (1 January 2023–31 December 2025).

Interested parties have "plazo de 23 días hábiles" to demonstrate legal interest and submit responses to official forms; for listed companies that term starts five days after notification and for other interested parties five days after publication.

The Resolution also notes that definitive antidumping duties may apply to goods declared for consumption up to 90 days before provisional measures, if provisional measures are imposed.

Immediate actions

  • If you are a listed importer, verify whether you were notified; if so, prepare documents to establish legal interest and complete the official forms within the 23 working‑day deadline.
  • Map your incoming shipments of TIGIE 7208.51.04 and 7208.52.01 (kg basis) for 2023–2025 to assess exposure and provide data if you intend to participate.
  • If you plan to submit information, obtain the official forms from the Ministry website and decide whether to file electronically via upci@economia.gob.mx or physically at Calle Pachuca 189.

This publication is an initiation resolution — it does not impose duties. It does not state final margins, provisional measures, or final determinations of dumping or injury; those, if any, will come later in the proceeding.
