Mexico extends Ensenada port concession by 50 years
Mexico’s Secretariat of the Navy published a prórroga (extension) of the integral concession for the Port of Ensenada in the DOF on 3 Sep 2026. The concessionaire Administration del Sistema Portuario Nacional Ensenada, S.A. de C.V. received a 50-year extension that, per the instrument, begins 1 July 2044.
What changed
The Secretary of the Navy issued a formal extension to the 1994 integral concession for administration and operation of the Ensenada port area.
The instrument modifies the Concession’s Condition Trigesimoquinta to grant “la prórroga … por 50 (cincuenta) años que inicia a partir de 01 de julio de 2044,” making the concession expire on 01 July 2094.
The text requires the concessionaire to publish the instrument in the DOF and register it in public property records within 90 days, and to submit any required updates to the Port Master Plan and operating rules within 90 days of signature.
Practical checks for import/operations teams
- Confirm whether terminal/operator contracts or stevedoring agreements reference the modified concession period and plan for operations through 2094.
- Ask port counterparties for proof the prórroga was published in the DOF and recorded in the Registro Público within 90 days as required.
- Request any revised Port Master Plan or Rules of Operation submissions (to be presented within 90 days) that might affect terminal access, tariffs or service rules.
