Mexico changes Subteniente López customs jurisdiction
Mexico’s National Customs Agency published an agreement on 04/09/2026 modifying the territorial circumscription of customs. The change amends Article First, fraction XXX to assign municipalities José María Morelos and Othón P. Blanco (Quintana Roo) to the Aduana de Subteniente López and lists Chetumal airport and Subteniente López II as dependent sections.
What changed
The Agencia Nacional de Aduanas de México issued an amendment to the prior 15 May 2025 circumscription (modified 17 July 2025).
The publication explicitly "Se REFORMA el Artículo Primero, fracción XXX" to define "ADUANA DE SUBTENIENTE LÓPEZ: Los municipios de José María Morelos y Othón P. Blanco, en el Estado de Quintana Roo" and states that "Dependen de esta Aduana, las secciones aduaneras del Aeropuerto Internacional denominado Chetumal" and Subteniente López II.
The Transitorio Único sets entry into force "el día siguiente al de su publicación en el Diario Oficial de la Federación," so the legal start date is 2026-09-05 (publication 2026-09-04).
The notice is an administrative territorial reorganization; it does not by itself change tariff, duties, or procedures beyond jurisdictional assignment.
Immediate checks for import operations
- Confirm which customs office (Aduana de Subteniente López) will handle existing and planned import/export filings for José María Morelos and Othón P. Blanco from 2026-09-05.
- Update internal routing and port-of-entry instructions to include the Aeropuerto Internacional denominado Chetumal and Subteniente López II as sections dependent on Subteniente López.
- Notify brokers and carriers to use the new assigned customs office for declarations and coordinate any required re-registration or contact details.
