Mexico sets provisional duty on PVC tarpaulins from China

Mexico's Secretaría de Economía published a preliminary antidumping resolution on September 7, 2026. Effective September 8, it imposes a provisional duty of 0.7334 USD/kg on Chinese-origin, textile-reinforced PVC tarpaulins for six months while the investigation continues. The country from which the goods are shipped does not change the origin test.

What changed

In case AD_13-25, Mexico preliminarily found price discrimination and injury involving textile-reinforced PVC tarpaulins weighing more than 440 and up to 1,500 g/m², including rolls and cut or precut material.

Point 106 preliminarily excludes tarpaulins at or below 440 g/m², non-PVC material and finished goods such as eyeleted tarpaulins or pool covers; check its complete exclusion list. Point 418 applies the 0.7334 USD/kg provisional duty to Chinese-origin goods regardless of the country of shipment.

It names TIGIE lines 3921.12.01, 3921.90.99 and 3926.90.99, but also says the covered product may enter under another line. The amount is converted to Mexican pesos on payment; interested parties may guarantee payment under the cited fiscal rules.

An importer can avoid this duty by proving non-Chinese origin under the cited non-preferential origin rules. The 20-business-day window for additional arguments and evidence applies to interested parties already appearing in the proceeding, counted from September 8.

Immediate importer's action checklist

  • Check product composition, textile reinforcement, weight and form against the notice; review the three named TIGIE lines and any other line used for covered goods.
  • Verify origin separately from the shipping country. If claiming non-Chinese origin, keep proof under the cited non-preferential origin rules.
  • If affected, calculate 0.7334 USD/kg and its peso equivalent, review the permitted guarantee option, and check the evidence deadline only if you are an interested party appearing in the case.

This publication is a preliminary resolution imposing a provisional antidumping duty; it does not yet represent a final definitive duty. The final rate, any exclusions, or ultimate legal outcome will depend on the ongoing investigation and final decision.
