Mexico–Colombia FTA Decision 128 extends textile dispensation
Mexico published Mexico–Colombia FTA Decision 128 on 12 August 2026. It extends a temporary origin-rule dispensation for specified textile goods made entirely in Colombia with listed non-originating yarns. The dispensation covers 22 July 2026 through 21 July 2027, subject to product subheadings, input quantities and certificate conditions; the publishing agreement itself took effect on 12 August.
What changed
Decision 128 extends the earlier Decision 124 dispensation. Mexico may grant the treaty's preferential tariff to the listed textile goods made entirely in Colombia even when they use the four specified inputs from outside the free-trade area, provided the other origin and preference conditions are met.
The table caps polyester yarn 5402.33.00.00 at 2,812.50 net kg, polyamide yarn 5402.45.00.00 at 656.25 kg, polyamide yarn 5402.31.00.00 at 3,000 kg and elastane yarn 5402.44.00.10 at 3,600 kg.
The Colombian exporter must sign an origin certificate with the Decision 128 observation recording actual kilograms, materials and tariff lines. One certificate may cover only goods in a single six-digit output subheading.
The agreement was published and took effect on 12 August 2026, while its express dispensation period began on 22 July.
Three immediate checks
- Check that the finished goods were made entirely in Colombia and fall within one of Decision 128's listed six-digit textile subheadings; confirm the other treaty origin conditions still hold.
- Match each non-originating input to the decision's exact Colombian tariff line and product description, then reconcile kilograms used against its separate net-kg cap.
- Obtain the exporter-signed origin certificate with the required Decision 128 observation stating kilograms, material names and tariff lines; use a separate certificate for each six-digit finished-goods subheading and verify the claim falls within the 22 July 2026–21 July 2027 dispensation period.
