Tuxpan port rules take effect with PIS arrival notice
Tuxpan's Rules of Operation took effect on 15 August 2026, the day after the DOF notice. The linked 447-page DOF PDF includes a 2024 approval letter, but the publication sets the operative date. Rule 22 requires vessel-arrival notice through PIS generally 48 hours in advance, with 24- and 12-hour exceptions for shorter voyages; Rule 23 requires an operating plan before a berth is assigned.
What changed
The 14 August DOF notice publishes links to the authorised Rules of Operation and says they take effect the following day. The attached PDF opens with a Directorate General of Ports approval letter dated 21 June 2024; that approval date is distinct from the 2026 publication and 15 August effective date.
In Rule 22, the shipowner or ship agent must send the arrival notice and intended operations to the Harbour Master's Office and ASIPONATUX through the PIS port system at least 48 hours ahead; voyages shorter than 48 hours get a 24-hour minimum, voyages shorter than 24 hours get a 12-hour minimum, and forced or unforeseen arrivals are reported as soon as known.
Rule 23 requires a vessel operating plan in PIS after the arrival notice before ASIPONATUX assigns a berth, including arrival draft, cargo, operator and intended movements. These details come from the linked rules, not the short DOF notice.
Immediate checks for import operations
- Check whether the vessel's voyage qualifies for the standard 48-hour PIS arrival notice or the 24-hour/12-hour short-voyage exception; send the notice and intended operations to the Harbour Master's Office and ASIPONATUX.
- After the PIS notice, enter the vessel operating plan with arrival draft, cargo, operator, berth and movements so ASIPONATUX can assign a berth.
- If arrival timing changes, update PIS and review Rule 22's 12-hour change notice and berth-availability consequence with the ship agent; use the DOF-hosted PDF for the full rule.
