Mexico sets final duties on hot-rolled steel from China, Vietnam
Mexico's Secretariat of Economy issued a final antidumping resolution (published 2026-09-03) finding hot‑rolled flat steel imports from China and Vietnam dumped and threatening domestic industry; definitive antidumping duties are imposed with company‑specific per‑kg amounts listed in the resolution.
What changed
The final AD_34-24 resolution finds dumped imports of hot-rolled flat steel from China and Vietnam threatening Mexican industry.
Point 673 applies definitive duties to covered goods from those origins regardless of shipping country, including definitive and temporary imports, fiscal deposits, bonded facilities, the listed Rule Eight lines and any other tariff line used for the product.
The rates in USD/kg are: China — Shanghai Meishan Iron 0.3087, Wuhan Iron 0.3050, other participating but non-selected Chinese producers 0.3070, and other Chinese exporters 0.3087; Vietnam — Hoa Phat Dung Quat 0.2855, Formosa Ha Tinh 0.2719, and other Vietnamese exporters 0.2855. SHCP applies the measure from September 4, 2026.
For goods in fiscal deposit, the duty is due before withdrawal for definitive or temporary import. An importer proving origin outside China and Vietnam under the cited rules need not pay this duty.
Immediate checks for import operations
- Match hot-rolled steel by product scope, origin and exporter, including Rule Eight, fiscal-deposit and other tariff-line entries; use the corresponding company rate rather than a generic country rate.
- If import origin is declared other than China/Vietnam, gather and be ready to present origin documentation per the cited origin determination agreement to avoid quota payment.
- For fiscal-deposit goods, confirm the duty before withdrawal for definitive or temporary import and verify the exact entry treatment with the broker and SHCP instructions.
