USITC reviews AD/CVD orders on plastic retail carrier bags
The U.S. International Trade Commission began five-year reviews on September 1, 2026 of the antidumping orders on polyethylene retail carrier bags from China, Indonesia, Malaysia, Taiwan, Thailand and Vietnam, and the countervailing duty order on Vietnam. Responses are due October 1 and adequacy comments November 16, 2026.
What changed
The orders on China, Malaysia and Thailand date from August 2004, and those on Indonesia, Taiwan and Vietnam from May 2010; all were last continued in October 2021.
The Commission will decide whether revoking them would likely lead to continued or renewed injury, first judging whether responses justify a full or an expedited review. Importers of the bags count as interested parties and may respond.
The orders stay in place while the reviews run, and this notice does not change any duty rate.
What an import team should check
- Identify any polyethylene retail carrier bags you import from the six named countries and note which order applies to each origin.
- If you want a say, discuss with trade counsel whether to file a response by October 1, 2026, the Commission's deadline for interested parties.
- Keep paying the applicable deposits at entry and watch for the Commission's decision on a full or expedited review after November 16.
