USITC opens sixth review of Chinese petroleum wax candle order
The U.S. International Trade Commission began its sixth five-year review on September 1, 2026 of the antidumping order on petroleum wax candles from China, which dates from 1986. Interested parties, including importers, must respond by October 1, and comments on the adequacy of responses are due November 16, 2026.
What changed
The order was issued on August 28, 1986 and has been continued five times, most recently effective October 29, 2021. The Commission will decide whether revoking it would likely lead to continued or renewed injury, and first whether responses justify a full or an expedited review.
In past reviews the Commission compared the imports with U.S.-made candles that have fiber or paper-cored wicks and contain petroleum wax, except those with more than 50% beeswax. The order stays in place during the review.
What an import team should check
- Confirm with your broker whether the candles you import from China fall under the antidumping order's written scope.
- If the outcome matters to your costs, discuss with trade counsel whether to respond to the Commission by October 1, 2026.
- Keep paying the applicable deposits at entry and watch for the Commission's decision on a full or expedited review after November 16.
