U.S. finalizes 2023–2024 AD margins on Mexican heavy walled pipe
Commerce issued final results of the antidumping duty review of heavy walled rectangular welded carbon steel pipes and tubes from Mexico for September 1, 2023 through August 31, 2024. Final margins: Forza Steel 31.23%, Productos Laminados de Monterrey (Prolamsa) 7.45%, and 16.84% for five non-examined companies. The new cash deposit rates apply to entries on or after September 3, 2026.
What changed
After comments on the March 2026 preliminary results and verification of Prolamsa, Commerce revised its calculations; Prolamsa's margin and the non-examined rate changed, while Forza's final margin did not.
The 16.84% rate is the average of Forza's and Prolamsa's margins weighted by publicly ranged sales values and applies to Buffalo Tube, Fortacero, Maquilacero, Perfiles y Herrajes LM and Regiomontana de Perfiles y Tubos.
CBP will assess duties on the period's entries using importer-specific rates; Commerce intends to send assessment instructions no earlier than 41 days after publication.
Companies not in this review keep their most recent rate, and all other producers or exporters remain at the 4.91% all-others rate from the original investigation.
What an import team should check
- Compare the producer and exporter on invoices for Mexican heavy walled rectangular pipe with Forza, Prolamsa and the five non-examined companies to see which final rate applies.
- Ask your customs broker to apply the new deposit rates to entries made on or after September 3, 2026, and to flag open entries from September 2023–August 2024 for liquidation.
- Make sure the certificate on reimbursement of antidumping duties is filed before the review-period entries liquidate; the notice warns that missing it can lead to double duties.
