U.S. rescinds AD review of Japanese non-oriented electrical steel
Commerce rescinded, in its entirety, the antidumping duty administrative review of non-oriented electrical steel (NOES) from Japan for December 1, 2024 through November 30, 2025. The only company under review, Nippon Steel Corporation, reported no U.S. sales or entries, and Commerce found no suspended entries. Cash deposit rates do not change.
What changed
Cleveland-Cliffs Inc. asked for a review of Nippon Steel Corporation (NSC), and Commerce initiated it on February 20, 2026. NSC reported that it did not export or sell NOES from Japan to the United States during the period and that none of its NOES was entered.
On June 24, 2026 Commerce announced its intent to rescind because there were no suspended entries; no party commented. With the review rescinded, CBP will assess antidumping duties on appropriate entries at the cash deposit rate required at the time of entry or withdrawal from warehouse.
Commerce intends to send assessment instructions no earlier than 35 days after September 3, 2026, and current cash deposit requirements remain in effect until further notice.
What an import team should check
- Check with your customs broker whether any of your NOES entries from Japan for December 2024–November 2025 involve Nippon Steel Corporation, since the review found no suspended entries for it.
- Confirm that open NOES entries from Japan will be assessed at the cash deposit rate required at entry, with Commerce's instructions to CBP no earlier than 35 days after September 3, 2026.
- Keep applying the current cash deposit rates to new NOES entries from Japan; the rescission leaves them in effect until further notice.
