U.S. sets final AD margins on Indian frozen shrimp for 2024–2025
Commerce issued final results of the antidumping duty review of certain frozen warmwater shrimp from India for February 1, 2024 through January 31, 2025. Final margins: the Devi Group 4.04%, Sandhya Aqua Exports Private Limited 7.01%, and 5.53% for the companies not selected for individual examination. The new cash deposit rates apply to entries on or after September 4, 2026.
What changed
The Devi Group consists of Devi Fisheries Limited, Satya Seafoods Private Limited, Usha Seafoods and Devi Aquatech Private Limited. Commerce changed both respondents' margins after the parties' briefs.
The 5.53% rate is a simple average of the two margins and applies to the non-selected companies listed in the notice, such as Apex Frozen Foods, Avanti Frozen Foods, Nekkanti Sea Foods and The Waterbase Ltd. CBP will assess duties using importer-specific rates, liquidating without antidumping duties where an importer's rate is below 0.5%; instructions go out no earlier than 35 days after publication.
Other previously reviewed companies keep their latest rates, and all others stay at 10.17%. A separate September 28, 2026 notice covers the next period (February 2025–January 2026) and rescinded that review for companies with no suspended entries.
What an import team should check
- Match the producer and exporter on Indian shrimp invoices with the Devi Group companies, Sandhya Aqua Exports and the non-selected list to see whether 4.04%, 7.01% or 5.53% applies.
- Ask your customs broker to apply the new deposit rates to entries made on or after September 4, 2026, and the 10.17% all-others rate where no company-specific rate applies.
- Keep February 2024–January 2025 entries separate from the next period's entries, whose review was partly rescinded on September 28, 2026, and file reimbursement certificates before liquidation.
