U.S. revokes AD/CVD orders on Chinese and Vietnamese lawn mowers

Commerce revoked the antidumping and countervailing duty orders on certain walk-behind lawn mowers and parts from China, and the antidumping order on lawn mowers from Vietnam, because no domestic party took part in the sunset review. The notice applies from September 8, 2026, and revocation covers entries on or after July 13, 2026.

What changed

The orders date from July 13, 2021, so the first five-year review began on June 1, 2026. A wholesaler first said it would participate but withdrew on June 26, and no domestic interested party filed a substantive response by July 1.

Commerce will instruct CBP to end suspension of liquidation for covered mowers entered, or withdrawn from warehouse, on or after July 13, 2026. Entries made before that date stay subject to suspension of liquidation and AD/CVD deposit requirements, and can still be reviewed.

What an import team should check

  • Confirm whether your mowers fall within the written scope, such as internal-combustion walk-behind mowers under 3.7 kW, rather than relying on HTSUS 8433.11.0050 alone.
  • Separate entries made before July 13, 2026, which remain subject to liquidation and deposits, from entries made on or after that date.
  • Ask your broker how open entries, deposits already paid and any pending administrative reviews will be handled for the period before revocation.
