China boltless shelving: AD and CVD orders continue
Commerce’s 14 October 2026 notice continues the anti-dumping and countervailing duty orders on covered Chinese boltless steel shelving. Continuation applies from 29 September 2026 after the sunset reviews; existing deposits remain payable at the rates in effect when goods enter.
What changed
The scope covers shelving prepackaged for sale and add-on kits, with or without decks. It excludes specified wall-mounted and wire shelving, bulk-packed components and made-to-order systems. The notice preserves the orders rather than announcing a new flat rate. Importers should keep both AD and CVD case checks in their cost and entry review.
Three checks for import teams
- Match the shelving’s packaging, construction and exclusions with the written scope.
- Keep both AD and CVD deposit checks active using rates applicable at entry.
- Distinguish 29 September applicability from the 14 October publication date.
