Japan hot-rolled steel: final table lists 13.96% and zero
Commerce’s 14 October 2026 final hot-rolled steel table lists 13.96% for the Nippon Steel entity, 0.00% for Tokyo Steel and 13.96% for the named non-examined firms. The review covers 1 October 2023–30 September 2024; new-entry deposits are tied to publication.
What changed
The listed non-examined firms include the JFE group, Honda Trading, Marubeni-Itochu Steel, Tetsusho Kayaba and Toyo. All others remain at 5.58%, subject to the company-rate hierarchy.
The notice’s non-examined-rate methodology prose inconsistently attributes 13.96% to Tokyo Steel, while its final table gives Tokyo zero. Confirm the company’s operative CBP instruction before applying a rate.
Three checks for import teams
- Match producer/exporter and affiliated entity with the exact final table.
- Resolve the table/prose discrepancy against the operative company-specific CBP instruction.
- Separate historical assessment from deposits on entries from 14 October onward.
