FMC proposes $200,000 Spanish-vessel fee and import limits

The FMC’s 15 October 2026 proposal would charge Spanish-flagged vessels US$200,000 per voyage calling at U.S. ports and restrict selected Spanish imports. Comments close on 14 December 2026. These are proposed remedies, not an operative fee or import ban.

What changed

The proposed import categories are HTS chapters 33 (perfumery/cosmetics), 15 (fats/oils, including olive oil), 69 (ceramics), 68 (stone and related articles) and 17 (sugar/confectionery). The FMC may choose narrower measures.

Vessel flag and goods origin are separate tests: a Spanish cargo booking does not establish that its vessel is Spanish-flagged.

Three checks for import teams

  • Check vessel flag separately from the carrier’s name and the goods’ origin.
  • Map affected Spanish sourcing to the five proposed HTS chapters.
  • Track docket FMC-2026-0463 and the 14 December comment deadline before revising compliance assumptions.
