Brazil pulp: 9.37% final CVD finding does not restart deposits

Commerce finalized a 9.37% subsidy finding for Bracell and all other covered Brazilian high-purity dissolving pulp suppliers on 16 October 2026. The notice does not restart CVD suspension or deposits for new entries merely because the final finding was published.

What changed

Provisional CVD suspension covered entries from 25 March through 22 July 2026 and was discontinued for entries from 23 July. Reinstatement requires a positive final ITC injury determination and a CVD order. The parallel AD case has a different timeline.

This gap matters when estimating current cash outlay versus possible future order exposure.

Three checks for import teams

  • Separate entries dated 25 March–22 July from those on or after 23 July.
  • Keep the 9.37% final finding distinct from the currently operative CVD deposit instruction.
  • Watch for the ITC result and CVD order, while reconciling the separate AD case.
