Brazil pulp: 6.50% AD margin, 6.40% adjusted deposit in table

Commerce’s 16 October 2026 final Brazil high-purity dissolving pulp determination lists a 6.50% dumping margin for the Bracell entity and all others. Its table separately gives a 6.40% cash-deposit rate after subsidy offsets: the two figures serve different purposes.

What changed

The Bracell AD entity covers Bracell Bahia Specialty Cellulose and Bracell SP Celulose. Suspension continues for covered consumption entries from 27 May 2026, with final deposit instructions tied to publication.

The general deposit paragraph refers to the margin, while the table explicitly identifies an adjusted deposit; confirm the operative CBP instruction. An AD order still depends on final ITC injury findings.

Three checks for import teams

  • Match the exact Bracell entity, Brazilian origin and technical pulp scope.
  • Preserve both figures: 6.50% margin and the table’s 6.40% adjusted deposit; verify CBP instructions.
  • Track the ITC outcome and separate AD treatment from the parallel CVD case.
