Norway high-purity pulp: final AD margin and deposits at 6.51%

Commerce’s 16 October 2026 final determination sets a 6.51% anti-dumping margin for Borregaard AS and all other Norwegian high-purity dissolving pulp producers/exporters. The notice instructs publication-date deposits while retaining suspension for covered entries from 27 May 2026.

What changed

The written scope requires at least 90% alpha cellulose and at least 90% brightness under the specified ISO methods; ordinary pulp cannot be classified by its trade name alone. This is a final Commerce dumping determination.

A subsequent ITC injury decision is still needed for an AD order; a negative injury finding would terminate the case.

Three checks for import teams

  • Match the pulp’s technical specifications and origin with the written scope.
  • Verify 6.51% deposits from publication and keep the 27 May suspension boundary separate.
  • Monitor the final ITC injury outcome and any subsequent AD order.
