Canadian lumber: final CVD rates 12.42%, 15.31% and 14.11%
The separate Canadian softwood lumber subsidy review sets final 2024 CVD rates of 12.42% for Resolute’s group, 15.31% for West Fraser’s group and 14.11% for 215 listed non-selected firms. Covered new-entry deposits follow publication on 19 October 2026.
What changed
Where producer and exporter have different company-specific subsidy rates, the notice uses the higher rate; if only one has a rate, that rate applies. All others remain at 14.19%. Historical assessment instructions are planned no earlier than 41 days after publication.
Check the separate AD result rather than treating either percentage as the whole border charge.
Three checks for import teams
- Match exporter, producer and cross-owned affiliates with the final table and appendix.
- Apply the higher-rate rule where both trading parties have different assigned CVD rates.
- Separate 2024 assessment from new deposits and verify the independent AD component.
