Italy fluid end blocks: final 58.48% Lucchini AD margin
Commerce’s 19 October 2026 final A-475-840 review assigns a 58.48% antidumping margin to the Lucchini group for Italian forged steel fluid end blocks. The review covers calendar 2024. Lucchini Mamé Forge, Lucchini Industries and Lucchini RS are treated together; the result is not a general tariff on all Italian forged steel.
What changed
The final determination changes the preliminary partial-AFA treatment to total adverse facts available.
The group’s 58.48% deposit applies to covered entries or warehouse withdrawals for consumption from publication; other firms retain applicable prior rates, with the 7.33% all-others rate where the notice’s hierarchy applies. Reviewed-entry assessment and future deposits are different controls.
Assessment instructions are intended no earlier than 35 days after publication, with litigation qualifications. Indirect exports without known U.S. destination have a specific assessment rule, so an importer should reconcile the actual producer/exporter chain rather than infer a rate from the country alone.
Three checks for import teams
- Match fluid end block scope and the exact Lucchini entity or other producer/exporter in A-475-840.
- Separate 2024 reviewed entries from prospective consumption entries from 19 October 2026; retain entry dates and producer/exporter mapping.
- Have the broker reconcile the company deposit, any intermediary assessment rule and CBP instructions before changing the duty estimate.
