Taiwan steel nails: final 78.17% for two reviewed firms
Commerce’s final A-583-854 review assigns 78.17% dumping margins to Faithful Engineering Products and Top Forever Screws using total adverse facts available. The review covers 1 July 2024–30 June 2025; the final notice applies from 19 October 2026. The headline is company-specific, not a new rate for all Taiwanese steel nails.
What changed
No party commented on the preliminary results, which Commerce adopts as final. The 78.17% rate becomes the prospective deposit for the two reviewed firms on subject entries or warehouse withdrawals for consumption from publication.
Other companies retain applicable previous company rates; the 2.16% all-others rate continues only where the notice’s hierarchy makes it applicable. Assessment of reviewed-period entries is separate: Commerce plans CBP instructions no earlier than 35 days after publication, subject to litigation rules.
The order’s written scope and exclusions control; an HTS number alone is not a scope ruling.
Three checks for import teams
- Verify actual producer/exporter identity and product coverage under A-583-854, including scope exclusions.
- Separate the 2024–2025 reviewed entries from prospective entries for consumption on or after 19 October 2026.
- Have the broker verify the applicable company deposit and assessment instruction; do not apply 78.17% to all Taiwan-origin nails.
