CBP lets postal Type 13 start without complete PGA data
From 22 October 2026, CBP temporarily accepts postal Entry Type 13 filings without complete electronic partner government agency (PGA) data. This lets eligible filers start using the ACE test while preparing their electronic agency submissions.
What changed
Type 13 covers qualifying international mail valued at $2,500 or less and began on 22 September 2026. The importer of record must still transmit CBP’s required entry data in ACE. Applicable Chapter 98/99 and free-trade-agreement data remain required.
CBP will publish a separate Federal Register notice ending the temporary acceptance of incomplete electronic PGA data.
Three checks for import teams
- Confirm the shipment is qualifying international mail valued at $2,500 or less and identify its importer of record.
- Separate the temporarily incomplete electronic PGA submission from CBP entry data and applicable Chapter 98/99 or FTA data that remain required.
- Agree with the broker how agency obligations will be met and monitor the future notice ending this temporary acceptance.
