U.S. continues antidumping order on Chinese hand trucks

Commerce continued the antidumping duty order on hand trucks and certain parts from China after the fourth five-year review, in which Commerce and the ITC found that revocation would likely bring back dumping and injury. The continuation is effective August 18, 2026, and CBP keeps collecting cash deposits at the rates in effect at entry.

What changed

The order has applied since December 2, 2004. Its scope covers hand trucks of any material, assembled or not, including convertible and appliance hand trucks, dollies and hand trolleys, plus the vertical frame, handling area and toe plate as parts.

Motorized hand trucks, small luggage carts with telescoping tubing under 5/8 inch, golf-bag carriers, wheels and tires, and one multifunction wheelbarrow-dolly cart are excluded. HTSUS 8716.80.5010, 8716.80.5090 and 8716.90.5060 are references only; the written scope controls.

What an import team should check

  • Check each hand truck, dolly or part against the written scope and its exclusions, not only against HTSUS 8716.80.5010 or 8716.90.5060.
  • For covered goods of Chinese origin, confirm the applicable cash-deposit rate with your broker at the actual entry date, because the order continues.
  • Keep product specifications, photos and your scope reasoning with the entry records in case CBP or Commerce later asks whether the goods are covered.
