U.S. sets final AD rate on Chinese van-type trailers

Commerce made a final affirmative determination that van-type trailers and subassemblies from China are sold, or likely to be sold, in the U.S. at less than fair value; the period of investigation is April 1 to September 30, 2025. The China-wide entity has a 130.86% margin, based on adverse facts available, and a 129.73% cash deposit rate after an export subsidy offset. The margin is unchanged from the preliminary stage.

What changed

The scope covers enclosed van-type trailers with a gross vehicle weight rating above 26,000 pounds, finished or unfinished, and subassemblies such as subframes, nose, side wall and roof subassemblies, rear door frames, door assemblies, rear impact guards, coupler assemblies, running gear and landing gear, plus components entered on the same bill of lading.

Subassemblies covered by the orders on chassis from China are excluded. Named HTSUS lines are 8716.39.0040, 8716.39.0090 and 8716.90.5060, with subassemblies also under 7308.30.5050, 7308.90.9590, 7326.90.8688, 8708.29.1500, 8708.99.8180 and 8716.90.5010; the written scope controls.

CBP continues suspending liquidation of entries made on or after June 15, 2026. A companion CVD final published the same day sets a separate 134.75% subsidy rate for CIMC, the listed non-responsive companies and all others.

The ITC decides injury within 45 days: an affirmative vote leads to an AD order, a negative one ends the case with refunds.

What an import team should check

  • Report Chinese subassemblies, or trailers containing them, imported through Canada under third country case number A-122-219; only the Chinese subassembly and components on the same bill of lading are subject.
  • Check trailers, subassemblies and same-bill-of-lading components against the written scope, including the 26,000-pound rating and the chassis exclusion, not only the HTSUS line.
  • Ask your broker how the 129.73% AD deposit sits alongside the companion CVD case, whose 134.75% rate would be deposited under a CVD order, and diary the ITC decision due within 45 days.

This brief summarizes Commerce's final LTFV determination. It is not an antidumping duty order, a scope ruling, legal advice or a duty calculation for specific entries; confirm coverage and deposits with CBP, Commerce or your customs broker.
