Covered consumption entries on or after 22 May 2026 remain subject to suspension of liquidation and the stated cash-deposit instructions. This final Commerce finding is not yet an antidumping duty order: the ITC's final injury determination is still the next step. The 40.88% figure is an AD margin, not a complete landed-duty rate.

India chromium trioxide: 29.35% CVD finding, deposit gap
Commerce's 8 October 2026 final countervailing-duty determination finds a 29.35% subsidy rate for Vishnu Chemicals Limited and all other Indian chromium trioxide producers/exporters in case C-533-945. The notice preserves suspension for covered consumption entries from 14 May through 10 September 2026, but says CBP was instructed to discontinue suspension for entries on or after 11 September. Reinstatement and estimated CVD deposits depend on an affirmative final ITC injury decision and a subsequent Commerce order. The finding is distinct from any antidumping proceeding and is not the total duty rate.

CBP proposes electronic low-value entries and mail bonds
CBP's 8 October 2026 Low-Value Shipments notice is a proposal, not a new filing rule already in force. For affected informal imports valued at $2,500 or less, it proposes electronic Type 11 filing before or upon importation and a regulatory Type 13 process for international mail. Final deliver-to details, mail tracking data and importation bonds would become more important. Comments on docket USCBP-2026-0298 close on 7 December 2026; that is a comment deadline, not a compliance start date. The notice does not set a final implementation date or restore duty-free de minimis treatment.

Both remain in effect, subject to possible further modifications, because domestic industries asked for their continuation.
